Creative Mode w/o cheats enabled

When in a Bedrock world, if an Operator without cheats, you can still earn Gamerscore/Achievements by typing in the following string into the Bedrock Command Prompt/Chatbox: /execute@s ~ ~ ~ gamemode c. All OP's can use the command without enabling any cheats, thus meaning people can easily get hard achievements like: Beaconator or Cover Me With Debris, without having to work extremely hard on it. Bedrock users can also get 'Gifts' from XBOX if they spend their amount of Gamerscore points to get items like a £5 gift card for the XBOX store. 

I think this is an error in Minecraft's system and hope it can be resolved.
