Exploit that allows you to use any command while cheats disabled

This is an exploit bug ticket related to the commands in survival with cheats disabled.

Step to Reproduce:
1. Create a survival world with cheats disabled
2. Do /give@s diamond command (it must be /give@s without any spaces)

Observed Results:
It gives you the items like the cheats is enabled.

Expected Results:
It should not be!
