Extremely high cpu usage and lag on 4 core VPS

the bedrock dedicated servers CPU usage is extremely high. I have uploaded an image of ‘htop’ on my 4 core, intel exeon VPS and 100% usage of 1 core can be seen:  https://imgur.com/a/puH8luF 

 

ingame its very laggy and hunger effectivly stops functioning (player can have zero hunger and recieve no reduction to hearts), animals stop moving or jitter, hitting animals causes upto 10 second delay before they recieve damage, etc.

 

system info:

OS: Ubuntu 18.04

CPU: 4 core Intel xeon 

RAM: 8GB
