No, he says you never want to hear this sound unless you're working on an old piece of junk like this one. He does it on an old junk engine because otherwise he'd be deliberately destroying something expensive.
Edit: I overcame my natural resistance to reading YouTube comments and found a more accurate explanation: yes, you can get the screw out, and you must do that in order to use the engine again, but it will require taking the engine apart and putting it back together, which will take days.

It isn't specific to bad turbines, the quality of the turbine doesn't matter. It's the sound of something very small dropping into something with a lot of moving parts, that will require a lot of work to find and get back out.

IDK if you are just being very specific, but this definitely could be described as dubstep. If you don't know, dubstep for some reason refers to two very different types of music. Before Skrillex was a thing, this was dubstep. This really makes more sense because it sounds more similar to dub (which is what it evolved from). I'm not sure. I find it really difficult to differentiate between all the electronic genres personally - it definitely sounds akin in some way to me... the bassiness of it all, the use of ambient sounds and pad-type stuff. The drums are quite different though and I imagine that's pretty important considering this is dubstep.
It is identified as dubstep in the the original turbine video though ("dark" dubstep I think?) and "dubstep" is mentioned on the artist's bandcamp.

Actually that's quite interesting, it's cool to see how the genre has evolved. I looked it up after you said your comment and, though I knew the genre had a lot to do with the beats, I didn't realize that was such a large part of what defines it. I think these days what you linked wouldn't be described as it anymore (kinda similar to what happened to "future bass") but it's cool to see where it came from. Also dubstep has been split into so many sub-genres now, things like "brostep"(not even sure what the hell that means) and chillstep and shit. It gets kinda annoying how overcomplicated genres get in the electronic music scene.

I just realized that I may have skipped several of these. The original video isn't worth watching multiple times, but if people have been remixing them and I've been skipping them I've made a terrible mistake. All those memes are like screws in a turbine engine.

Huh just did some quick searches and it seems that it was a heart attack! My bad no idea why I had that in my head. Apparently before his death he did say how his reputation was tarnished so its still pretty sad that he thought that to his death.
