I don't think it works like that, it is off the global cd so that means you can click as much as you can physically hit your keys, if you click one per second you would blink for 59 hours to finish your initial charges but remember, you get extra 4 blinks every minute because it keeps recharging so that would add another 14186 blinks to use. You will now have to repeat same steps for all regenerated blinks which makes it 65.5 hours total to finish all your charges, after that you wait 15 second cds like regular blinks..
At least so far in warlords of draenor off the global cool down does not mean it doesn't have any cool down at all even if none is mentioned.

I want people to know everything they can to play as best they can. Just because you know more doesn't make you better, but it does make you more effective with what skill you do have. So, I would rather front load people with knowledge and let them figure it out from there.

Is it gonna make everyone a mythic raider? No. But it'll make a role player, who are famous for only really being capable of LFR, into someone who can push normal and heroic raiding if they like.

Your target only need to be in the 180 degree arc in front of you. You can turn 89 degrees to either side and blink while still be able to cast, which works like a strafe anyway

No, but I mean if you're casting and you move, it cancels the cast.
Shimmer doesn't let you cast while moving, so you either use it like normal Blink or teleport forward and finish your cast if the target was >20yd away.

It's really not that cool at all, since you'd only be able to teleport forward and still have to be facing the target to finish the cast.

Your target only need to be in the 180 degree arc in front of you. You can turn 89 degrees to either side and blink while still be able to cast, which works like a strafe anyway

Blink says 'forward' too but you can still use it to port in the direction you are strafing, which could be fun while casting.

No, but I mean if you're casting and you move, it cancels the cast.
Shimmer doesn't let you cast while moving, so you either use it like normal Blink or teleport forward and finish your cast if the target was >20yd away.

Your right, I mean it still works with Ice Floes but it's pretty cumbersome/long cd.
EDIT: Actually Ice Floes looks awesome in legion, we see mages strafe-cast-blinking fairly often in pvp i bet.
