Honestly he has a lot of employees which creates a lot of jobs, and his employees seem fairly content. The koopa troop should get a tax break for being such am important job creator. Imagine all the unemployment if bowser was ACTUALLY defeated

In the main series, maybe; in Paper Mario though, that wouldn't be the case. There's too many examples of "baddies" being sufficient on their own.
