This is an old abandoned narrow gauge railroad. Narrow gauge was popular in the western U.S and Europe. The narrower gauge allowed for trains to go along tighter curves (especially in mountainous areas) as well as costing less.
It looks like the stream washed out the railbed.

They were popular in the North East US too, Maines still littered with 2 ft gauge.

Seconded. Tons of abandoned narrow gauge tracks in the PNW.
Also, small bit of trivia, for a long time Russia used its own gauge tracks, causing transportation issues during WWI

Standard gauge is actually 4 foot 8.5 inches, not much smaller

Finland uses it as well. Most rails here were built during Russian reign. After that we just conrinued using their standard.

Can't speak to washington. But I know you can find them around Oregon and Northern california. Most of them were used for lumber transport.
