He's talking about the archaic verb "to will" which isn't used as a verb anymore, since it's been replaced by the word "to want", and it replaced the word "shall" as the future tense marker, but it still is used as a noun, like in "it's God's will", which means it's what God wants.

Also the word "would" was originally the subjunctive form of "to will", as in Shakespeare's Macbeth, when Macbeth says "Wake Duncan with thy knocking! I would thou couldst!"

There's an implied "that" in "I wish" that we don't carry over to "I will", because it's not as common of a formulation.

"I will that you knew grammar" is grammatical, even though its meaning makes little sense outside of time travel, or some use of the subjunctive I don't understand. "I wish that you knew grammar." Also works. Or "I wish you knew grammar" for short.

"Wish" is a verb. "Will" is just an auxiliary that conjugates whatever verb it precedes in the future tense.

"Will" when used as a verb is 1) antiquated, and 2) a synonym for "wish," which also makes this advice absurd.
