My ancient (and crappy but loved it at the time) Galaxy Gio survived just over a minute swim. Had it in my trunks pocket, completely forgot about it until stopped for a sec and felt it bump up against my leg. Immediately took it out and took out the microSD card and battery. Put it in a bag of rice and left it for two days, it still worked but the USB port no longer transferred data, just charged (thank God). Also, the volume down key was harder to press/register.
If I could find the thing, I bet it would still turn on. Would be infuriating to use though.
It all depends on how many process are running and where the current is flowing on the circuit board. And even what kind of water they are using.
Perfectly distilled/pure water doesn't actually conduct electricity very well. If you drop your phone in it there is a good chance it will be fine.
What breaks phones isn't getting the phone wet, but using the phone while wet causes a short, and a lot of extra power that should have been dissipated before getting to that area of the circuit board hits it at full juice and the hardware wasn't designed to get that much energy and something breaks.
Imagine a line of light bulbs 10 and each one uses a bit of energy so the 10th light bulb only gets a fraction of it. Now imagine taking a wire and connecting the battery to the 10th one directly. It overloads and blows up.
Actually, the reality is that the phone breaks because lots of unintentional circuits are formed (usually not "dead short" because even salty water is a crappy conductor) that fuck up the logic and cause things to stop working. Eventually, electrolytic corrosion will do actual damage by cutting out chunks of circuitry completely.
You'd be hard pressed to find water conductive enough to actually "fry" anything. All the circuitry which is that sensitive is generally in the IC's themselves, which are pretty much universally waterproof. That means if you can dodge the corrosion, you can probably fix the phone by removing the salt and, thus, the unwanted circuits.
If disassembly is an option, the best thing you can do is get the battery out ASAP, then at your leisure pull all the PCB's out, rinse with a high concentration of IPA (not beer) or methanol, and dry completely with canned air. In the absence of alcohol, you can use: vodka (good), DI water (not as good, might need soap, rinse soap off after), or just plain water (might need soap, might leave trace mineral deposits). Focus efforts on connectors and other separable contacts. Use caution when dunking electrolytic capacitors, as old ones might leak, but that's not usually a problem on modern consumer electronics. Mechanical things like potentiometers and stuff may or may not survive a rinse without issue.
I had to do that with my macbook after a dousing in coffee, and managed to get everything back except a shift key and a couple backlight LED's. Although, I used a vacuum chamber to dry it instead of canned air, just 'cause.
If you can get the battery out fast enough, a dunking in a pool is a pretty recoverable event for a phone.

I would also state that "at your leisure" is probably a poor choice of words here. Depending on the liquid that the phone had been submerged in, corrosion of surface mount components or traces can occur quite quickly, leaving the board in an almost, if not completely, irrepairable state. The major components, as I believe you stated, will likely still be salvageable, so your data etc could still be theoretically recovered, but it would be a much more difficult repair than if the device had been stripped and cleaned immediately.

Fair enough then =) I've had too many people come to me and say "I've dropped my phone in water, can you fix it?" only to find out it happened 2 months ago and the surface mount components are practically non existent.
No, not really. "Fry" implies irreversible damage, IE magic smoke.
It's more like the components get linked up in the wrong order, and so the functionality is compromised. Buttons don't connect to the right place, for example, so the thing that's watching them never actually sees them, or gets false signals or whatever. You might find the touchscreen freaks out or becomes unresponsive simply because it thinks it's being touched everywhere simultaneously. Things like that, but on a massive scale. Logical errors, rather than physical damage.
Using the phone while wet won't really change anything, aside from keeping power applied longer than necessary.
One can't be fixed without replacing components, the other can be fixed by washing everything off.
But if too much energy gets sent to... lets say the camera because it skipped past..., lets say a zener diode (No idea if it would use something like that but lets assume it did) and all of a sudden a much higher current is going into the camera than normal, which overheats a component in the circuit board.
I took an electronics class and I can't tell you how many Op-Amps (741s I think) that I ruined because I screwed up the circuit.
I assume something like that could happen, couldn't it?
It's not a matter of higher current - that would require some increase voltage somehow.
Much more likely would be reverse voltage applied to something that can't tolerate it. Could happen, but you'll find that generally the saltwater won't provide a solid enough connection to pull it off. Sea water, while conductive, is still something like 10,000,000x less conductive than the copper of the traces on the PCB. Pool water is another order of magnitude worse, and DI water another six.
So realistically, saltwater is like connecting everything together using a bunch of pretty large resistors. That makes logical errors the most likely result.

Dropped my previous smartphone in the bathtub about two years ago. It took me 3-4 seconds before I got it out of the water (lots of foam, couldn't immediately find it.)
Took out the battery, blew most of the water out, got it to dry overnight and it was working perfectly fine.
The only reason I don't use it anymore is because I got a better phone from my employer recently.
I dropped my phone in my toilet, fully submerged, got it out ASAP, turned it off, tossed it in rice, 24 hours later working perfectly, still using it right now. iPhone5

I have nightmares of this specific situation. I'll be mid-dream, chilling in a pool, pond, hot tub, bath, etc.. and its probably safe to say that the phone isn't actually in my pocket until my brain decides to ask the question then -BAM- phone in the pocket. I fucking have a panic attack, throw it to the nearest dry surface, and wake up sweating and practically in tears.
Thats why I bought a waterproof phone. I literally used to have nightmares on a regular basis about doing something stupid like this. Now I sleep like a baby.
Did this back in the pre-smart phone days. Back then you could easily get away with it. I put one Nokia through the wash and one in a pool. Both worked find a couple of days later when I left them out to dry.

That's kind of a dumb reason not to embrace new technology. My phone is a notepad, a gps, a map, an entertainment device, a revision tool, a camera, a calculator, a music player, a fitness tracker, and plenty of other stuff (not to mention standard features like communication) - all in my pocket.
Had it for a year and a half and haven't broken it. Even if I did I have it insured anyway. And even if it wasn't insured, I've gotten more value from it than what I've paid for already.
Worst I've ever done is spilled Sourz on it at a festival and it still works perfectly.
I don't CARE about my phone, but it's the most versatile tool that I use every day of my life. Why you'd choose not to have one is beyond me.

My ancient (and crappy but loved it at the time) Galaxy Gio survived just over a minute swim. Had it in my trunks pocket, completely forgot about it until stopped for a sec and felt it bump up against my leg. Immediately took it out and took out the microSD card and battery. Put it in a bag of rice and left it for two days, it still worked but the USB port no longer transferred data, just charged (thank God). Also, the volume down key was harder to press/register.
If I could find the thing, I bet it would still turn on. Would be infuriating to use though.

It all depends on how many process are running and where the current is flowing on the circuit board. And even what kind of water they are using.
Perfectly distilled/pure water doesn't actually conduct electricity very well. If you drop your phone in it there is a good chance it will be fine.
What breaks phones isn't getting the phone wet, but using the phone while wet causes a short, and a lot of extra power that should have been dissipated before getting to that area of the circuit board hits it at full juice and the hardware wasn't designed to get that much energy and something breaks.
Imagine a line of light bulbs 10 and each one uses a bit of energy so the 10th light bulb only gets a fraction of it. Now imagine taking a wire and connecting the battery to the 10th one directly. It overloads and blows up.
That's what water does to your phone.

Actually, the reality is that the phone breaks because lots of unintentional circuits are formed (usually not "dead short" because even salty water is a crappy conductor) that fuck up the logic and cause things to stop working. Eventually, electrolytic corrosion will do actual damage by cutting out chunks of circuitry completely.
You'd be hard pressed to find water conductive enough to actually "fry" anything. All the circuitry which is that sensitive is generally in the IC's themselves, which are pretty much universally waterproof. That means if you can dodge the corrosion, you can probably fix the phone by removing the salt and, thus, the unwanted circuits.
If disassembly is an option, the best thing you can do is get the battery out ASAP, then at your leisure pull all the PCB's out, rinse with a high concentration of IPA (not beer) or methanol, and dry completely with canned air. In the absence of alcohol, you can use: vodka (good), DI water (not as good, might need soap, rinse soap off after), or just plain water (might need soap, might leave trace mineral deposits). Focus efforts on connectors and other separable contacts. Use caution when dunking electrolytic capacitors, as old ones might leak, but that's not usually a problem on modern consumer electronics. Mechanical things like potentiometers and stuff may or may not survive a rinse without issue.
I had to do that with my macbook after a dousing in coffee, and managed to get everything back except a shift key and a couple backlight LED's. Although, I used a vacuum chamber to dry it instead of canned air, just 'cause.
If you can get the battery out fast enough, a dunking in a pool is a pretty recoverable event for a phone.

I would also state that "at your leisure" is probably a poor choice of words here. Depending on the liquid that the phone had been submerged in, corrosion of surface mount components or traces can occur quite quickly, leaving the board in an almost, if not completely, irrepairable state. The major components, as I believe you stated, will likely still be salvageable, so your data etc could still be theoretically recovered, but it would be a much more difficult repair than if the device had been stripped and cleaned immediately.

No, not really. "Fry" implies irreversible damage, IE magic smoke.
It's more like the components get linked up in the wrong order, and so the functionality is compromised. Buttons don't connect to the right place, for example, so the thing that's watching them never actually sees them, or gets false signals or whatever. You might find the touchscreen freaks out or becomes unresponsive simply because it thinks it's being touched everywhere simultaneously. Things like that, but on a massive scale. Logical errors, rather than physical damage.
Using the phone while wet won't really change anything, aside from keeping power applied longer than necessary.
One can't be fixed without replacing components, the other can be fixed by washing everything off.

Yes, but it's surprisingly unlikely.
It's not a matter of higher current - that would require some increase voltage somehow.
Much more likely would be reverse voltage applied to something that can't tolerate it. Could happen, but you'll find that generally the saltwater won't provide a solid enough connection to pull it off. Sea water, while conductive, is still something like 10,000,000x less conductive than the copper of the traces on the PCB. Pool water is another order of magnitude worse, and DI water another six.
So realistically, saltwater is like connecting everything together using a bunch of pretty large resistors. That makes logical errors the most likely result.

Dropped my previous smartphone in the bathtub about two years ago. It took me 3-4 seconds before I got it out of the water (lots of foam, couldn't immediately find it.)
Took out the battery, blew most of the water out, got it to dry overnight and it was working perfectly fine.
The only reason I don't use it anymore is because I got a better phone from my employer recently.

I have nightmares of this specific situation. I'll be mid-dream, chilling in a pool, pond, hot tub, bath, etc.. and its probably safe to say that the phone isn't actually in my pocket until my brain decides to ask the question then -BAM- phone in the pocket. I fucking have a panic attack, throw it to the nearest dry surface, and wake up sweating and practically in tears.
Needless to say this gif gave me PTSD.

Out driving and you need to swing by a store? What happens when they moved and you aren't sure how to get to the new location? Navigation in your car is expensive to update.
Smart phones are a part of daily life because they're just so convenient in virtually every aspect of your life. They improve virtually every situation with their ability to figure out what you can't.

That's kind of a dumb reason not to embrace new technology. My phone is a notepad, a gps, a map, an entertainment device, a revision tool, a camera, a calculator, a music player, a fitness tracker, and plenty of other stuff (not to mention standard features like communication) - all in my pocket.
Had it for a year and a half and haven't broken it. Even if I did I have it insured anyway. And even if it wasn't insured, I've gotten more value from it than what I've paid for already.
Worst I've ever done is spilled Sourz on it at a festival and it still works perfectly.
I don't CARE about my phone, but it's the most versatile tool that I use every day of my life. Why you'd choose not to have one is beyond me.
