I had a chance to visit the WWII museum in Baton Rouge, LA. So many interesting things but the one thing that stood out was how much of the propaganda relied on racism to degrade the enemy. American propaganda portrayed the Japanese as cartoonish caricatures (small, squinty-eyed w/buckteeth). Japanese propaganda portrayed the Allies as demonic figures (among other things). I find WWII to be so fascinating... I recommend visiting the museum if you're ever in the area.

It doesn't matter who does something not-racist to who, it won't suddenly start being racist.
If I was a photographer and I was taking photos all day with a white backdrop, then suddenly an Albino walks in and I say "hey this backdrop doesn't really suit you, let me change it to one that allows you to standout better", and I change it to a black background, that isn't racist. If then a black person walks in and following the same line of reasoning I switch is back to a white background, that also isn't racist.
And it doesn't matter what ethnicity I am or which one they are, non-racist actions won't suddenly become racist, this idea that it matters who does something rather than the context of which it's done isn't what the concept of institutionalized racism represents.
It's just one that's been misconstrewed and appropriated by a slew of misguided movements.

So yes, Americans mocking Japanese accents is a form of racism. It's mockery and intentionally misrepresenting the entire people.
Context matters, and part of context is who did it. And who does what is almost entirely what the concept of institutional racism is built around. That's why disparaged groups can't propagate institutional racism and why it doesn't always go both ways.

Context does matter, but if part of the context iswho (as in an individual) did it, then it isn't institutionalized racism. Institutionalized racism is something learned, accepted, ubiquitous; it doesn't matter if someone is a white guy or a black guy, they can be guilty of institutional racism just the same. Institutionalized racism is about the actions of institutions and how or why the discriminate against a group of people, it's not about the actions of individuals at all.

Don't you guys remember Rodger Rabbit? Donald and Daffy settled that on stage. Daffy shot Donald in the face with a canon and slammed him with the piano lid.
There's two different versions of Daffy it seems like. The older version (usually paired with Porky Pig, I think?) where he's just completely bonkers, and the newer version (when he usually squares off with Bugs Bunny) where he seems a lot more grounded but angry.
He's the perfect American by the looks of it. Butchered English, Served in the Armed forces, says Merry Christmas, owns a gun and pulls it out on brown foreigners.

Almost can't blame the guy, always getting shafted in the shows. Hell we were at Disneyland earlier this month and his "house" is this huge cool tug boat, go inside and nothing to do except a horn sound. Everyone else's had something fun to play with or interact with. Poor duck can't even have a decent crib.
This episode, along with the late-night bus ride/dripping faucet one are my two favorite cartoons of all time. I miss 80s cartoons more than I would have thought possible.

I had a chance to visit the WWII museum in Baton Rouge, LA. So many interesting things but the one thing that stood out was how much of the propaganda relied on racism to degrade the enemy. American propaganda portrayed the Japanese as cartoonish caricatures (small, squinty-eyed w/buckteeth). Japanese propaganda portrayed the Allies as demonic figures (among other things). I find WWII to be so fascinating... I recommend visiting the museum if you're ever in the area.

It doesn't matter who does something not-racist to who, it won't suddenly start being racist.
If I was a photographer and I was taking photos all day with a white backdrop, then suddenly an Albino walks in and I say "hey this backdrop doesn't really suit you, let me change it to one that allows you to standout better", and I change it to a black background, that isn't racist. If then a black person walks in and following the same line of reasoning I switch is back to a white background, that also isn't racist.
And it doesn't matter what ethnicity I am or which one they are, non-racist actions won't suddenly become racist, this idea that it matters who does something rather than the context of which it's done isn't what the concept of institutionalized racism represents.
It's just one that's been misconstrewed and appropriated by a slew of misguided movements.
The very fact that you didn't disagree with the statement "it's only racist if white people do it" is rather telling that you don't actually know the context in which the term is meant to be used.

If a white man paints his face black, it's racist. If a black man paints his face white, it's not. There's a history of discrimination and misrepresentation for the former, for the latter there's not.
Institutional racism as a concept is about individual groups being targeted for their race. Japanese in America are, or at least were, certainly targeted and have a long history of their appearance and speech being mocked and used against them.
So yes, Americans mocking Japanese accents is a form of racism. It's mockery and intentionally misrepresenting the entire people.
Context matters, and part of context is who did it. And who does what is almost entirely what the concept of institutional racism is built around. That's why disparaged groups can't propagate institutional racism and why it doesn't always go both ways.

A cultural history of racism doesn't make someone racist, in fact implying so IS racist.
If a 4 year old white child paints his face black and a 4 year old black child paints his face white, is only the white 4 year old racist? How? The white 4 year old did it for the same reason as the black 4 year old, they wanted to look like each other or whatever reason you want to make up for the scenario.
And what? The white 4 year old is racist because his great grandparents might have done that in a racist fashion, but the black 4 year old isn't because that same thing he couldn't know or be affected by wasn't done by his grandparents? What kind of reasoning is that?
Yes, that is what it's about, but it's not individual group a targeting individual group b, it's individual group a being targeted by EVERYONE. Institutionally racism is something where there isn't a distinction between the "discriminators" and the "discriminates" since everyone is complicit in this form of racism.
Context does matter, but if part of the context is who (as in an individual) did it, then it isn't institutionalized racism. Institutionalized racism is something learned, accepted, ubiquitous; it doesn't matter if someone is a white guy or a black guy, they can be guilty of institutional racism just the same. Institutionalized racism is about the actions of institutions and how or why the discriminate against a group of people, it's not about the actions of individuals at all.
I'm actually amazed that people genuinely hold these mangled beliefs, I'd always thought it was satire.
