Not really it depends on the state. However most or all states treat driving as a privilege, since the city/state pays for the roads it could technically be treated as private property, where only registered drivers are allowed to use it. So whenever a cop pulls over a car, the driver is required to produce his license and registration.
However most states operate differently. There are plenty of states that maintain the right for an officer to demand identification at any time, even if they are a pedestrian. Some states are strongly against forcing citizens to produce identification.
Oddly enough the states Texas and California do not allow police to demand identification, even though they are right next to the mexican border. I would imagine that texas doesn't have it purely because the citizens probably felt harassed because cops would request ID everywhere, because it would be really easy to catch illegal immigrants if you could demand identification of everyone you met.
Then whats even more odd, is that there is a long string of states right in the middle of the country that can demand identification.

He does it that way because the window is not reinforced to protect from force in that direction.(Actually, is supposed to be weakest from that direction to allow people inside to break it out when necessary.)
Additionally, since he pulled the window outward instead of hitting it with a light or potential weapon, The man recording cannot accuse him of attempting to hit him with said weapon.
Additionally, if you think of it like a lever/fulcrum scenario. Pulling on the top of the window itself acts as a lever to break itself toward the bottom near the door. The longer the handle (in this case, the length of the window) the more force applied at the point to break it.
Finally, it totally looks bad-ass.

Car windows are made from tempered glass. The glass is designed to shatter like that so when you get in a wreck the shards of glass don't slice you open.

I'm pretty sure he said "I'm Lieutenant X with Y Department..." before the "traveler" began asking for his first name. Entirely possible he was getting to that but, however I will admit there was a significantly long pause between.

I got career counseling from the Rockport Institute. I recommend them, though for young'ns it's a catch 22: Their base service is in the $500 range. That's what I did. They don't just test you and throw an aptitude based career chart at you, but testing is abut half of it.
One of the concepts was spatial vs nonspatial. Politics are nonspatial. There's no quantity to anything, no direction, no order, no relative distance. Sure there's a number of delegates or a liberal/conservative continuum that is mostly not up for debate, but you can't show on paper that roe v wade got it right ethically, or that access to family planning services is a corollary.
Science is quantitative. Math, obviously, is quantitative. You can prove on paper that code to process a reddit code is or is not more resource efficient than another method. People are used to trusting anchors and pastors for non-spatial knowledge, but recently they've gone trust-bankrupt. They still mostly believe scientists and mathletes. They might not know differential equations or non-Newtonian fluid mechanics but they know the nature of math and science and they way there is often a "right answer". They trust nerds to watch other nerds. Somehow statistics are not so widely accepted as proof, which I think is funny. They won't believe "soft" "pseudoscience" but they'll believe hawking and subatomic particle stuff.
Anyway. TL;DR: I guess it's just another spin on quantitative/qualitative.
Side note: philosophy is necessary to understand non-spatial stuff the same way math is necessary to understand science, but philosophy is taught 0 years in high school rather than 4 for math. Again, hard to say how much this is by design (elite conspiracy) or just inept policy makers. Also it takes longer to make a philosophical Argument (think Law in science or Equation in math) than it does to learn most other concepts, so it suffers in today's world of Vine and Twitter. I think a cool one is that you can't start with an opinion and prove a fact, and you can't start with a fact and prove an opinion. I guess you can prove that two opinions are incompatible (hipocracy).
When that guy put up that piece of paper, he easily could have pulling out a weapon stealthy putting the officers life in danger. What a retard. Cop acted perfectly reasonably.

People in my home country of America have the idea that doing what they want at all times is their right.
Separately, there is an idea that claims do not require evidence, and the world is responsible for proving you wrong. If you are dumb or ignorant, you are immune to proof. Some people like to say this is related to organized religion because mysteries are divine, and to question them is heresy, reasoning them is impossible. The idea that things cannot be proven is dangerous.
People will believe news from a trusted source, but do not evaluate evidence for themselves. Evidence doesn't suit political narratives anyway so it's seldom on the news. People will believe scientific or mathematical phenomenae, but non-spatial concepts are never believed by this Idiocracy-trending dumpster class.

I got career counseling from the Rockport Institute. I recommend them, though for young'ns it's a catch 22: Their base service is in the $500 range. That's what I did. They don't just test you and throw an aptitude based career chart at you, but testing is abut half of it.
One of the concepts was spatial vs nonspatial. Politics are nonspatial. There's no quantity to anything, no direction, no order, no relative distance. Sure there's a number of delegates or a liberal/conservative continuum that is mostly not up for debate, but you can't show on paper that roe v wade got it right ethically, or that access to family planning services is a corollary.
Science is quantitative. Math, obviously, is quantitative. You can prove on paper that code to process a reddit code is or is not more resource efficient than another method. People are used to trusting anchors and pastors for non-spatial knowledge, but recently they've gone trust-bankrupt. They still mostly believe scientists and mathletes. They might not know differential equations or non-Newtonian fluid mechanics but they know the nature of math and science and they way there is often a "right answer". They trust nerds to watch other nerds. Somehow statistics are not so widely accepted as proof, which I think is funny. They won't believe "soft" "pseudoscience" but they'll believe hawking and subatomic particle stuff.
Anyway. TL;DR: I guess it's just another spin on quantitative/qualitative.
Side note: philosophy is necessary to understand non-spatial stuff the same way math is necessary to understand science, but philosophy is taught 0 years in high school rather than 4 for math. Again, hard to say how much this is by design (elite conspiracy) or just inept policy makers. Also it takes longer to make a philosophical Argument (think Law in science or Equation in math) than it does to learn most other concepts, so it suffers in today's world of Vine and Twitter. I think a cool one is that you can't start with an opinion and prove a fact, and you can't start with a fact and prove an opinion. I guess you can prove that two opinions are incompatible (hipocracy).
