What do you mean by "allowed"? Who would stop them and why?

I didn’t mean it like that, I was wondering if there’s some organization that decides what constitutes as a country vs a continent and what their reasoning for Australia was.
The continent of Australia also includes the island of New Guinea. It is defined by the fact that both are on a single continental shelf, while New Zealand is not. As others have said, it's only a convention of geographers, there's nothing official about it. In some situations, such as for the football World Cup qualification, the regional subdivision Oceania is used instead, comprising a wider collection of islands.
Countries and continents are both made up concepts, though I'd say the former is moreso made up. Probably the same reason Russia is allowed to be in Europe and Asia at the same time.

Why would it not be allowed to be both? Continent is a politically meaningless designation, country is a specific independence thing

A continent is a type of landmass. A country is a political organization. They're two different things.

Well, Eurasia is oftentimes classified as a single continent anyway since it is just one giant landmass.
