Did it spawn from a spawner? That appears to be the only way for it to happen in the current version of the game.

If it's spigot/bukkit/other mods, they likely fixed it themselves. Spigot/bukkit do that a lot for behaviors they consider as "bugs" and fix it on their own. That's why they are considered server mods, and not vanilla
funny how almost 10% of the mobs just dont spawn since over a year and it isnt fixed yet.... other games fix such issues within 2 weeks... guess making textures is just more fun
While I have seen a very few chicken jockeysโand they were spawned naturally and not from a spawnerโI have not seen a spider jockey at all since 1.8.9.
I've probably only seen half a dozen chicken jockeys. Maybe twice that many zombie pig man jockeys. But, like I say, zero spider jockeys.
I think itโs just spider jockeys not spawning because I for sure seen chicken jockeys naturally spawning but never a spider jockey

Ah, geez! My biggest fear!
Hopefully it doesn't get misinterpreted; I want people to vote on the bug ticket, not necessarily the post. I don't have anything to gain except seeing these mobs return to their place of glory.

Minecraft Forge version 14.23.0.2518 and later fixes this bug. You can install just it with no mods and still be compatible with vanilla games.

I don't recommend using forge. It messes up all observers if you switch back to vanilla. (please correct me if this no longer the case)

Check some of the other comments; it must have been a spawner, server side mod (e.g. Forge), or a leftover from a previous version.
