I dont think the configuration matters as long as they're spaced from the table properly. People just like to make them perfectly symmetrical for tutorial videos for asthetics.
Been getting a lot of hate lately, all kinda came out there.

This is caused by the bug MC-17431. Any item in a stack of two or greater loses its NBT when shift-clicked into an enchantment table.
You can wash banners, reset written books, fireworks, and spawn eggs, and turn your tipped arrows pink!

Yes, but they can't be stacked, and this only happens when moving something in a stack of two or greater.
Real shame, too. I would have liked to have an "unenchanted" enchanted book souvenir!

Wouldn't this eat the potion effect on the tipped arrow? I can't check directly but based on the Wiki and my memory the potion effect is an NBT tag.
