Yep, and I believe MC-92439 is also at play here. Entering a boat from the back (or what appears to be the front) snaps your rotation. Both very annoying.

Unfortunetly, it is just mouse movement random noise with addition of MC-92439 and MC-90011.
When you put the boat it is facing you and you can't sit in boat backwards. When you enter it you will be rotated to the nearest side (or to the left boat side(or simply clockwise for you) if you were facing EXACTLY midway).
Bit the one way to sit exactly is by forced rotation - like entering a boat. So there are two possibilities, depending on our initial position:
we are facing slighty more to right. We will end with 4 boats in a circle,
we are facing slighty more to left. We will end with 6 boats in a 2x3 "circle".
So how does complex pattern appear? They come from slight mouse movements you make while you hold right button. But the bigger the pattern it might become harder to add a new path, so you might think that it ends.

Yes, the player will eventually get caught in a loop. I did three tests of this and eventually got stuck in a loop for all three of them.

Because mounting and placing of boats is instant. What you see is the same speed it happens ingame.

They do indeed!
Whenever I make a new creative world, it's a superflat with stone up to Y=50. I teleport myself to (0,0) and run this command:
