Banners render the same way ladders or glass panes do. The bone looks like it's holding it in its mouth. I have no idea why the fish is different.

I tested it with a salmon instead of a fish (ie. same item ID) and it rendered like a normal item. Weird.

Fish sort of looks like he's holding it like you'd hold a cell phone, it being up against his ear and near his mouth and all. Although most people don't balance their cell phone on their biceps (I guess that's what you'd have to do if you couldn't bend your elbows)

There's a bug in the current snapshot that makes spawn egg entities unable to be targeted with @e.

I was thinking of that and tried to work on it! From what I've researched it's impossible though as horses don't have head slots you can do replaceitem entity slot.armor.head with.

These items are placed differently to other items when placed in head slot via command blocks.

Previously, items that weren't blocks or armour would awkwardly jut out of mobs/player heads when placed in the head slot via commands. Now, most render on top of the mob's head properly, but a few have special placement conditions.
