I'm learning C# and created a command compactor that seems to work pretty well. You can open/save files and compress your commands.
It uses Command Block Minecarts instead of FallingSand because they can activate all at once without any need to wait for each block to fall. The compressed command is quite a bit shorter than the other versions I've seen, and the machine created works and isn't hindered by the 63-block limit, since it only has up to 48 ticking blocks per chunk.
I would really like to turn it into a website for more convenience, but I don't really have to knowledge or tools to do that. Until then, here's a doanload of the program. Enjoy!
I was wondering why you weren't utilizing the top and bottom of the fill clock, but you've brought to my attention this 63-block limit. This is handy to know for the future.
Nice! I dunno why people haven't made a cmd generator for command block minecarts yet (unless they have and I dunno), especially with how fast they run, but now we have one thanks to you! =D
Always glad to see others using minecart command blocks. They broke for most of 1.8 snapshots, and I had heard that because they weren't intended behavior that they might not get fixed. They of course did get fixed in 1.8.1, but if no one uses them, why should they care if they break again?
Could you please post your example command? I am pretty interested how you were able to remove the lapis block, the redstone block and the powered rail, because that was something which always created problems for me

Just before it kills all the minecarts, it places two commands on top of the redstone blocks. They are executed the tick after the minecarts die.
The first one fills the rail, redstone, and lapis with air. The second one fills itself and the first one with air.
I'll probably post the command used in the example later, since it's actually something I've been working on and planning to present.

EDIT: This version of the program has a crippling bug, which is fixed in the new version. I made a quick post about it here, and the source code link below is now updated to the new version.
Here's the Visual Studio project folder. I'm sure the source code is in there somewhere, sloppy as can be.

I made one quite some time ago using google spreadsheets. Not the most user friendly, but I find it very flexible once you get the hang of it.

All of a sudden Minecarts are really useful! Command Block Minecarts can make installing contraptions so much faster (as you've just shown) than a stack of FallingSand, and Mob Spawner Minecarts can be used as a 1.8.6 replacement for dispenser randomization.

Have the carts create a fill command block and a redstone block above them. That provides the 1 tick necessary to still have the carts run.
