This functions basically like how they used to spawn -- freshly spawned rabbits have a 1/2500 chance to become the killer bunny.
Also newborn rabbits have a 1/2500 chance of becoming a killer.
I miss this thing, bring it back mojang!
Neat, but you wanna tell us how you did it?
Spread a marker armor stand fifty blocks.around (0,0) every tick.
Have lifetime score tracking ticks a mob has been alive.
When armor stand is exactly on (0,0), set all rabbits with a lifetime score of one to killer rabbits.

Correction, its called the Killer Rabbit Of Caerbannog.
What Mojang can't be bothered to do - fixed with command blocks.
They've said it is intended behavior on the bug tracker. So it is not really a 'fix' per se but a way to revert to previous game mechanics.
