I'd like to think that it's some kind of inside joke. I don't think those breaks are automatic, because even a word processor in 2009 would know where to break the letters.

A "Flush" is born. Flush setting images near text perhaps. I noticed the hat has a shadow and I'm not sure it something standard like Word can do it. Kent State is obviously letterhead.
Oh you're absolutely right. If it was a joke, people would have hyphenated their comments too. So I guess someone just made a triangular text box and let the computer split the words automatically. That's really bad.

I'm a few days late. But they used MS Publisher and didn't take off the default hyphenation option.
