It's not like some random person decided they would build a Target without Target's approval. Target approved each and every store that was/is/will be built.
Take for example, college sports. The university is held responsible for any violations committed by their programs. The board of directors aren't in control of which recruits commit and play for their program (if they even watch the games), but they are responsible for the coach who recruited those players.
This is an updating sign that takes things from a twitter feed (which makes this just a funny coincidence and less crappy design)? Otherwise I can't possibly believe they decided to print that as a static board.

You'd need staff filtering tweets sent to the sign, I doubt you could make a good enough algorithm to filter out the hammering the sign's gonna get from trolls. A banned word list certainly won't do.

This reminds me of something that happened around the start of the year. My family and I went to the races with my brother and his wife and kids, and the newspaper was there, taking photos. He took a picture of my youngest nephew which ended up on the front page. Of course, because it was the new year, there were some New Years shenanigans. This resulted in a very nice picture of my nephew being placed next to the headline "PARTY BRAWL STAB ATTACK".
