Yeah - even in France, Spain, here and there in the Netherlands, you'll pay a small fee for the restroom. In some cases, there is someone there as an attendant, washing the counters, emptying the trash, etc. so you're paying a kind of "maintaince" fee. Also, I think psychologically, if you pay to use a restroom, you're less likely to piss all over the damn floor, like we seem to do here in the states (since you've made a financial investment) so it's not that strange.
Not sure about other countries but while I was in Mexico some places like parks, carnivals and bus stations you needed to pay to use the restroom. Though for the most part it was still free in a lot of places like stores and restaurants.
