Strange behavior of category configuration field by non-mods on the bugtracker

When someone who is not a mod, hovers over the category field, the edit symbol still appears. When you click on the edit symbol, the bug edit page opens, totally without the category field editable. Expected behavior would be that the edit symbol doesn't appaers in first place for non-mods, like with the confirmation status.
