"An error occurred while ordering."

"An error occurred while ordering. Please verify the payment information and try again." This message pops up whenever I try to buy it. My credit card information is correct and I have money in my account. but when I click buy, error keeps popping up. This problem exists in a few Turkish people. I live in Turkey and I can not use PayPal. please help. note: my account is open to international payments.
