Adding an attachment to an issue via browsing, removing it, and then attempting to add it again, will not allow you attach it.

Brief Description:

Adding an attachment to an issue via browsing, removing it, and then attempting to add it again, will not allow you attach it.

Steps to Reproduce:

1. Add an attachment to an issue via browsing. (This doesn't work if you drag and drop the attachment).
2. Remove the attachment.
3. Attempt to add the same attachment back.
4. You will notice it does not allow you to do so.

Observed Results:

You are not able to re-add any attachments via browsing.

Expected Results:

You should be able to re-add attachments.

This only works when browsing and not by dropping files to attach them.
