I also happen to know the cause of this is that when redeeming a gift code there is no rate limit, and presumably because there is no locking system in place actions can happen multiple times if requests are spammed (I have a python program that was actually used for one of those names, but as this is a public report it's probably best not to release it.), AKA registering the account multiple times.
