Unable to create Mojang account

I've tried multiple times to create a Mojang account, without success.  I've tried Microsoft Edge and Google Chrome browsers on 2 different laptops, but keep getting the same error "IllegalArgumentException: Registration failed."  See attached screenshots - I get the captcha test then get the error message.
