JIRA allows for dashboard creation by any normal user

Hello Mojang!!

I have noticed that your issue tracker, which is running JIRA, is giving any normal user like me admin privileges. They can do all the things an admin can do. This is just unacceptable, and if this issue isn't fixed, more than likely the issue tracker will get defaced and accounts will be hacked. I have also used JIRA before and made mine so that visitors and members can't get admin privileges. Only basic permissions, like creating tickets and making accounts, etc,. I have a screenshot below showing how I am able to make my own dashboard. I know this isn't really a bug, but there is no other option in the issue type drop down dialog box. So, please fix this ASAP. Thank you!!!
