Minecon 2016 Skinpack not syncing to my XBL account

So this Bug exists for almost 2 years now, I think
The problem is that the skinpack was sort of a free promo action from the play store and not an in-app purchase, because of that it is marked as "Owned (P)" and does not sync to my XBL account.
But it should sync to my XBL account, so that I can also use the skiinpack on my PC(Win 10 edition) or Minecraft Earth!
