Cannot restore purchases

I had to delete minecraft and re install it because whenever i went to change my skin my gane would crash. Now that i got it back, i cannot restore purchases. I got the free 2016 minecon cape skinpack and it was not there. I am signed into the xbox account i had before and after me deleting it.
