Minecraft market issues

I do not know if this is a bug but it is very annoying. When you get texture packs in Xbox 360, all players on that Xbox can use the texture pack. In xbox 1's bedrock edition, this is not the case. The reason this is annoying is that it defeats the purpose of the included codes for the Xbox 1 with minecraft. I wanted to use the thing included but they got sent to the wrong gamertag due to a failiure on my part.if you could fix this and fix my dlc, that would be appreciated.
