Cannot use custom skins

I can't use my skin for whatever reason. The skin selector of the launcher is blank until I upload my skin. Even when I do so, when I load up Minecraft, I can find myself using the default skin. Giving myself a player head with the

{SkullOwner:CivetKitty}

tag also gives me the default head skin.
