Pillager spawn egg not functioning properly

Okay so I tried on day and night mode in multiple locations to spawn the pillager spawn egg ...... it's on creative and it should function and I am on normal mode but the egg won't spawn. l had used other hostile mobs that had done just fine.

 

Every other egg seems to do fine.... l used the Pandas and the Phantom as well as the Vex and other normal mobs
