Purchases go through but pack is never installed on iOS with parental controls / website whitelist

My daughter purchased the "Jungle Explorer pack" on her iPad. I authorized the charge (see below) but the app would not download the pack (it got stuck on "this should not take long"). I assume the issue may be related to the fact that parental controls are turned on on her iPad, which prevented the device from accessing websites not whitelisted. No Xbox/MSFT account was logged on. There is no way now to restore the purchase (when I click on "restore" nothing happens).

So I got charged but my daughter does not have her pack. How do we solve this issue?
