Ban request: cepi permadani

Perhaps a bit early since they've only done it one, but cepipermadani appears to have registered to only post some kind of Indonesian herbal medicine spam (WEB-1264, now TRASH-24337). It's pretty clearly spam, possibly by a bot or possibly not (it seems unlikely to have bots targetting JIRA instances, but who knows).
