Creation of Mojira accounts possible with invalid e-mail address

Users can create accounts without valid e-mail address, that leads for example to MC-26536.

Mojira does not enforce an activation via e-mail, it's just telling

You have successfully signed up. If you forget your password, you can have it emailed to you.

Created account (see screenshot), created MC-97229 with that spam account.
