Hide or remove Assignee field (at least for MCPE?)

Is it possible to hide this field so it is only visible to moderators and above? We should probably hide/remove the ability to assign as well.

I'm seeing increased comments complaining about why hasn't this ticket been assigned. For MCPE, we are no longer assigning tickets to developers and explaining this seems like a waste of time.

This problem is likely exclusive to MCPE, so if this can't be managed project by project, I understand.
