Remove sticky message about ARCHMCPE

We're moving feature requests for Minecraft Pocket Edition to the Minecraft Forums. This JIRA will be for bug reports only to make sure your bugs don't get lost!

This message has probably been there long enough... should it be removed, or maybe replaced with something else? Maybe a message along these lines would be good...
