Ban Request or resolution "Blah"

User Blah is starting to cause increasing issues and trying to intimate and insult users. Sample tickets MC-54972 or MC-54987 or MC-54956. Also while trying to mark tickets has a high propensity to mark stuff as works as intended and then argue with users, i.e. MC-54255. Suggest ban or some other resolution.
