Tool issues

I have had this on every platform i had played on (pc, android, xbox one). Tools start glitching on screen and will not allow you to do anything with that item, unless you move to another item then go back to previous item. Then item works perfectly fine for a matter of two-three uses then starts glitching again. The item it does this the most on is the fishing pole, but it also does this to the pickax, sword, and shovel that i have found have not used other items enough.
