Cannot rename any items in anvil.

Sometimes the anvil won't let me rename any item. Sometimes it will.  No idea why. I have levels, have used different anvils, picking up the anvils and putting them back down, relogging. nothing works. Then I log on the next day and it works... for 5 minutes.
