Cannot break or place blocks in end dimension in Realm

I have a private realm with my friend. When I go to the end, I can't break or place blocks at all, anywhere. Even in creative mode. It's as if I'm in adventure mode, there isn't even an outline around the blocks. It's not like this anywhere else but in the end. The owner could not fix it. I have operator perms. We tried everything.
