Subscription but no realms created

Keep getting message "Your purchase succeeded but we couldn't create your realm right now. Try later on this device."

Never works, get the same message over and over despite the fact that we've been subscribing and paying for quite a while. Didn't realize our son couldn't create realm to play with his friends.
