Pillager captains very rarely spawn at pillager outposts

Steps to Reproduce:

1.  ** Head to a pillager outpost
2.  Kill the current pillager captain if there is one
3.  Head 24-44 blocks away to allow new pillagers to spawn

Expected Results:

Both pillager captains and normal pillagers will spawn

Observed Results:

Normal pillagers will spawn, however the captains spawn in bursts (I will explain what this means later)

 

I repeated what is shown in the videos attached about 30-40 times with no luck getting a captain. After logging off and coming back about 3 hours later after building this raid farm, it worked like a charm for the next hour (this is what I meant by bursts), until stopping because I was unable to get bad omen. I decided to run it overnight to see if any raids would spawn, but no luck.

 

Technically this is a duplicate of MCPE-60560 but I found through very light testing that the captains spawned fine in a copied version of the Realm, but not on the actual server itself.

I also found that this wasn't just one pillager outpost, I tested two, which I'll list in the environment section.
