Villagers Not Breeding in Villager breeder

Villagers used to breed in breeder, now only one villager picks up food, and when trying to drop that food to another villager to breed, the same villager just picks that food right back up. They are in a 1x1 area being dispensed food from above. They are also now stationary with one villager looking away, and both of them looking up.
