World Not Uploading Properly

I created a new world in 1.17 in singleplayer and made built a spawn location. I did verify that the world generated properly with the new cave systems and all. However, when I upload the file to my Realms Server, everything I built is gone, the map is generated slightly differently (locations remain the same, but small details are different), and none of the new cave systems exist. Block appear in creative mode, but that's it. Are Realms servers in 1.17 or is there some other issue I'm running into? I even paid for and created a brand new Realms server on top of my pre-existing one and the same issues occur.

I did notice that data packs were not loading either, but I used the same ones in 1.16.5 with no issues.
