Cannot Change Resolution on Realm Resource Pack

Super upset that this issue is still prevalent after 3+ months of not only me but also other users having issues with powerful resourcepack on realms. The big issue arises from the lack of  customizability to the local resources of the concurrent players for a realm, and creates MASSIVE LAG ISSUES with all users. What I mean by this is the lack of the ability to change resolution based on user, since not all users run super powerful hardware.(changing a pack from x32, x64, x128, x256) It's almost like what resourcepacks on realms are bumped to the highest resolution, which is extremely suboptimal. Seriously I understand you all have a ton on your plates but I feel as if I am being robbed from trying to use your guys "premium service" especially due to options given to us by you that don't even work since they cant even display the resourcepack that is currently being used properly to allow me to try to fix this.
