Nether portals creating more portals?

In my friends realm we have a Nether transportation system, and for some reason every so often the game will generate a completely new portal in an area (even though all the portals we've built are still lit). This has happened at least 4 different times I can account for myself, unfortunately I can't account for it happening to anyone else.
