Cant create a long lasting splash potion of weakness

Currently trying to create some Splash potion of weakness that will last longer but it only allowed me to do it for 3 out of 15 of them since those 3 were already in the brewing stand but the other 12 arent going onto the stand to finish making the potion into a splash potion.
