Minecraft Horses, when bred, are born with damage

I'm playing Realms on the PS4, Bedrock of course. Every time I try to breed two horses, the foal is born with permanent damage. I've tried using wheat, splash health and regen potions, and even golden apples just for the laughs. Nothing has worked at all.
