Realm applying multiple versions of Resource pack

I usually have 2 texture packs applied on my realm, the City Texture Pack and a pack I made to fix some textures I don't like.

Right now the realm seems to be applying multiple past versions of the City Texture Pack even if I deactivate them, they show back up. This seems to be messing with my textures I made as well and they're not even showing up anymore, even though my textures are at the top of the list and should override the others.
